Summary:

DSO invites proposers to submit innovative basic or applied research concepts in one or more of the following technical areas: Mathematics, Modeling and Design; Physical Systems; Human-Machine Systems; and Social Systems. Each of these areas is described below and the RFP includes a list of example research topics that highlight several (but not all) potential areas of interest. Proposals must investigate innovative approaches that enable revolutionary advances. DSO is explicitly not interested in approaches or technologies that primarily result in evolutionary improvements to the existing state of practice.

Mathematics, Modeling, and Design: Development and implementation of advanced mathematics and modeling tools for applications of interest to U.S. national security.

Physical Systems: Leading-edge experimental and/or theoretical research that advances our understanding and capabilities for U.S. national security in the physical sciences.

Human-Machine Systems: Research to analyze, understand, and optimize humanmachine/human-technology systems and system dynamics across a variety of application areas important for U.S. national security (e.g., materials, part and platform manufacturing, defense systems, human innovation systems, and collaborative military systems).

Social Systems: New methods, tools, and approaches to explore and better understand human social systems and dynamics in a national security context.

Eligibility:

All responsible sources capable of satisfying the Government’s needs may submit a proposal that shall be considered by DARPA.

Without prior approval or a waiver from the DARPA Director, in accordance with FAR 9.503, a contractor cannot simultaneously provide scientific, engineering, technical assistance (SETA) or similar support and also be a technical performer.

Summary:

The Eppley Foundation for Research was incorporated in 1947 for the purpose of “increasing knowledge in pure or applied science…in chemistry, physics and biology through study, research and publication.”

The Foundation funds projects in biological and physical sciences. Particular areas of interest include innovative medical investigations, endangered species and ecosystems in the U.S. and abroad, and climate change.

The Foundation does not support work in the social sciences, education or computer science, and only rarely funds research into diseases that have considerable financial support available, such as AIDS, diabetes, cancer and heart disease.

The Foundation does not fund work that can qualify for funding from conventional sources such as the National Science Foundation or the National Institutes of Health, or similar agencies at the state level.

It is important to the Foundation that the work proposed be novel in its insights and unlikely to be underway elsewhere. The Foundation is prepared to take risks.

Eligibility:

The Eppley Foundation supports advanced, novel, scientific research by PhDs or MDs with an established record of publication in their specialties. Candidates with newly awarded doctorates occasionally, but rarely, meet the Foundation’s requirements for advanced research. Any applicant to the Foundation must be associated with a nonprofit organization with headquarters or a branch office in the US to process the funds. Checks are not issued directly to individuals.

Grants may be awarded for research in foreign countries but only when such applicants are US-based or associated with a US institution that will administer the grant on their behalf. The Foundation rarely considers proposals from foreign nationals studying in the US solely because they are therefore unable to qualify for federal funds.

Summary:

Environment

The Foundation supports efforts to address a range of environmental issues. Among these are initiatives aimed at combating climate change by reducing carbon emissions and increasing energy efficiency; ensuring access to clean air and water by preventing pollution and the use of toxic chemicals; and restoring the health of the oceans by promoting responsible fishing, fighting ocean pollution and preserving marine ecosystems. Funded organizations employ a variety of strategies including policy advocacy, litigation and other legal efforts, public education, grassroots campaigns, and market-based and economic incentives. Historically, the Foundation’s environmental funding has been focused on organizations whose efforts are national and international in scope. However, local initiatives to increase the sustainability and resiliency of New York City’s built environment are also of interest.

Criminal Justice

Funding in this area is focused on efforts to promote fair and effective criminal justice policies, to reduce recidivism, and to improve public safety. Among these are sentencing reform initiatives including repeal of mandatory minimum sentencing laws and increased use of alternatives to incarceration.

Economic Development

The Foundation’s funding in the area of economic development is aimed at increasing the number of living wage jobs in New York City and ensuring low-income workers’ access to those jobs. Support is provided for initiatives that help individuals, families and communities to achieve and sustain economic self-sufficiency; for advocacy efforts to advance effective economic and workforce development policies; and for a range of job training programs, with an emphasis on those geared toward long-term retention and advancement in specific employment sectors.

Reproductive Rights

The Foundation supports domestic programs that seek to protect women’s reproductive rights and increase access to reproductive health services. Funded initiatives include those working to achieve these goals through public education efforts, policy advocacy and legal advocacy. Also of interest to the Foundation are efforts to increase reproductive health training opportunities for medical students and healthcare professionals, as well as efforts to support them as public advocates for comprehensive reproductive healthcare.

Civil Legal Services

The Foundation supports efforts to reduce barriers to effective and unrestricted civil legal assistance through direct legal representation and policy advocacy. Support is provided for programs offering legal representation and training on a range of issues including education, employment and foster care. Funding is also provided for initiatives aimed at increasing the accessibility of legal services in underserved communities, as well as those that enhance the courts’ ability to effectively and efficiently process cases.

PECASE: Each year NSF selects nominees for the Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious recent CAREER awardees. Selection for this award is based on two important criteria: 1) innovative research at the frontiers of science and technology that is relevant to the mission of NSF, and 2) community service demonstrated through scientific leadership, education, or community outreach. These awards foster innovative developments in science and technology, increase awareness of careers in science and engineering, give recognition to the scientific missions of the participating agencies, enhance connections between fundamental research and national goals, and highlight the importance of science and technology for the Nation’s future. Individuals cannot apply for PECASE. These awards are initiated by the participating federal agencies. Mid-Atlantic Coastal Storms Graduate Research Fellowship

Summary:

The purpose of the VASG/NOAA Mid-Atlantic Coastal Storms Graduate Research Fellowship is to support exceptional graduate students who are engaged in research that furthers community resilience to coastal storms. While we welcome candidates who address any area of coastal storms and resilience, we particularly encourage candidates who are working on:

  • Improving real-time and forecast water levels and conditions – Accurate information and effective communication about water levels and hazardous beach conditions are critical for protection of life and property and enhancement of the national economy.
  • Enhancing coastal infrastructure resilience – Ports, marinas, and working waterfronts are highly vulnerable to rising sea levels, heavy rains, and storm surges. Increasing the resilience of these waterfront cities, towns, and communities to major coastal storms is critical to reducing loss of life, damage and destruction of critical infrastructure and transportation networks, and adverse impacts on local and regional economies.
  • Managing stormwater impacts — Healthy coastal ecosystems are the foundation of thriving coastal communities in the Mid-Atlantic and support valuable recreational and commercial activities throughout the region. The increasing frequency of heavy precipitation in the region is presenting new challenges in managing negative impacts of stormwater.

The fellowship also provides fellows with hands-on experience in translating research results to coastal and marine stakeholders. In addition to their primary faculty advisor, fellows will be expected to work with an outreach or end-user mentor. Through interactions with mentors, fellows will ensure that their research results are useful and used by stakeholders. The process will also help fellows develop practical skills in science communication and the transfer of science to management.

Eligibility:

Students must be enrolled in or admitted to a full-time graduate or professional degree program at an academic institution in New York, New Jersey, Delaware, Maryland, or Virginia. Students may be working toward a degree in any discipline as long as they are engaged in research that is coastal storms-related and furthering community resilience to coastal storms.

Available Funding:

The fellowship provides an award of up to $40,000 for one year.

VASG-funded projects require a 50% funding match (i.e., proposal budgets must show $1 of match for every $2 of Sea Grant funding requested). Only non-Federal funds may be committed as matching contribution.

Innovations at the Nexus of Food, Energy and Water Systems (INFEWS)- NSF 16-524

Summary:

Humanity is reliant upon the physical resources and natural systems of the Earth for the provision of food, energy, and water. It is becoming imperative that we determine how society can best integrate across the natural and built environments to provide for a growing demand for food, water and energy while maintaining appropriate ecosystem services. Factors contributing to stresses in the food, energy, and water (FEW) systems include increasing regional and social pressures and governance issues as result of land use change, climate variability, and heterogeneous resource distribution. These interconnections and interdependencies associated with the food, energy and water nexus create research grand challenges in understanding how the complex, coupled processes of society and the environment function now, and in the future. There is a critical need for research that enables new means of adapting to future challenges. The FEW systems must be defined broadly, incorporating physical processes (such as built infrastructure and new technologies for more efficient resource utilization), natural processes (such as biogeochemical and hydrologic cycles), biological processes (such as agroecosystem structure and productivity), social/behavioral processes (such as decision making and governance), and cyber elements. Investigations of these complex systems may produce discoveries that cannot emerge from research on food or energy or water systems alone. It is the synergy among these components in the context of sustainability that will open innovative science and engineering pathways to produce new knowledge and novel technologies to solve the challenges of scarcity and variability.

The overarching goal of INFEWS is to catalyze the well-integrated interdisciplinary research efforts to transform scientific understanding of the FEW nexus in order to improve system function and management, address system stress, increase resilience, and ensure sustainability. The NSF INFEWS initiative is designed specifically to attain the following goals:

  1. Significantly advance our understanding of the food-energy-water system through quantitative and computational modeling, including support for relevant cyberinfrastructure;
  2. Develop real-time, cyber-enabled interfaces that improve understanding of the behavior of FEW systems and increase decision support capability;
  3. Enable research that will lead to innovative system and technological solutions to critical FEW problems; and
  4. Grow the scientific workforce capable of studying and managing the FEW system, through education and other professional development opportunities.

This activity enables interagency cooperation on one of the most pressing problems of the millennium – understanding interactions across the food, energy and water nexus – how it is likely to affect our world, and how we can proactively plan for its consequences. It allows the partner agencies – National Science Foundation (NSF) and the United States Department of Agriculture National Institute of Food and Agriculture (USDA/NIFA) and others – to combine resources to identify and fund the most meritorious and highest-impact projects that support their respective missions, while eliminating duplication of effort and fostering collaboration between agencies and the investigators they support.

NSF and USDA/NIFA are interested in promoting international cooperation that links scientists and engineers from a range of disciplines and organizations to solve the significant global challenges at the nexus of food, energy and water systems. Proposals including international collaboration are encouraged when those efforts enhance the merit of the proposed work by incorporating unique resources, expertise, facilities or sites of international partners. The U.S. team’s international counterparts generally should have support or obtain funding through other non-NSF sources.

Proposals may only be submitted by the following:

  • Universities and Colleges – Universities and two- and four-year colleges (including community colleges) accredited in, and having a campus located in, the US acting on behalf of their faculty members. Such organizations also are referred to as academic institutions.
  • Non-profit, non-academic organizations: Independent museums, observatories, research labs, professional societies and similar organizations in the U.S. associated with educational or research activities.
  • For proposals to be considered for funding under USDA/NIFA : Eligible applicants for the grant program implemented under INFEWS include: (1) State agricultural experiment stations; (2) colleges and universities (including junior colleges offering associate degrees or higher); (3) university research foundations; (4) other research institutions and organizations; (5) Federal agencies, (6) national laboratories; (7) private organizations or corporations; (8) individuals who are U.S. citizens, nations, or permanent residents; and (9) any group consisting of 2 or more entities identified in (1) through (8). Eligible institutions do not include foreign and international organizations. Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project.

Summary:

The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. MSIs of higher education denote institutions that have undergraduate enrollments of 50% or more (based on total student enrollment) of members of minority groups underrepresented among those holding advanced degrees in science and engineering fields: African Americans, Alaska Natives, American Indians, Hispanic Americans, Native Hawaiians, and Native Pacific Islanders. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and mathematics (STEM) disciplines. CREST Postdoctoral Research Fellowship (PRF) awards provide research experience and training for early career scientists to work at active CREST Centers to meet the CREST Program goal of building the research capacity of MSIs and advancing the nation’s STEM workforce and leadership. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM, at those institutions.

The CREST program supports the following types of projects:

CREST Center awards provide multi-year support (typically 5-years) for eligible minority-serving institutions that demonstrate a strong research and education base, a compelling vision for research infrastructure improvement, and a comprehensive plan with the necessary elements to achieve and sustain national competitiveness in a clearly defined area of national significance in science or engineering research. Successful Center proposals will demonstrate a clear vision and synergy with the broad goals of the CREST Program and the Human Resource Development Division with respect to development of a diverse STEM workforce. CREST Centers are expected to provide leadership in the involvement of groups traditionally underrepresented in STEM at all levels (faculty, students, and postdoctoral researchers) within the Center. Centers are required to use either proven or innovative mechanisms to address issues such as recruitment, retention and mentorship of participants from underrepresented groups.

CREST Partnership Supplements support the establishment or strengthening of partnerships and collaborations between active CREST Centers and nationally or internationally recognized research centers including NSF-supported research centers, and private sector research laboratories, K-12 entities including museums and science centers or schools, as appropriate to enable the CREST Centers to advance knowledge and education on a research theme of national significance.

CREST Postdoctoral Research Fellowship (PRF) awards recognize beginning CREST Center investigators with significant potential and provide them with research experiences that broaden perspectives, facilitate interdisciplinary interactions and establish them in positions of leadership within the scientific community. Fellows conduct research on topics aligned with the research focus of the host CREST Center. The fellowships are also designed to provide active mentoring to the Fellows by the sponsoring CREST Center scientists who, in turn, will benefit from the incorporation of these talented scientists into their research groups.

HBCU Research Infrastructure for Science and Engineering (RISE) awards support the development of research capability at Historically Black Colleges and Universities that offer doctoral degrees in science and engineering disciplines. Supported projects must have a unifying research focus in one of the research areas supported by NSF, a direct connection to the long-term plans of the host department(s), institutional strategic plan and mission, and plans for expanding institutional research capacity as well as increasing the production of doctoral students, especially those underrepresented in STEM.

SBIR/STTR Phase IIa Diversity Collaboration Supplements provide an opportunity for existing SBIR/STTR Phase II projects to initiate collaborations with minority-serving institutions that have active CREST Center or HBCU-RISE awards. These supplemental proposals are administered by and co-funded with the NSF Directorate for Engineering Division of Industrial Innovation and Partnerships (ENG/IIP).

 

Eligibility:             

Only one preliminary CREST Center proposal may be submitted per eligible institution. Full CREST Center proposals are to be submitted only when invited by NSF. An institution may have only one active CREST Center award, irrespective of focus area. Centers that have completed two prior, consecutive 5-year CREST Center awards may recompete in disciplinary areas that are significantly different from those of the previous award(s).

Only two (2) individuals per active CREST Center may submit a CREST-PRF application per competition. Only one individual can be awarded a CREST-PRF at an active CREST Center per year.

Only one HBCU-RISE proposal may be submitted per eligible institution. An institution may have only one active HBCU-RISE award.

For each active SBIR/STTR Phase II grant, only one SBIR/STTR collaboration with a CREST Center may be submitted. For each CREST center, only one SBIR/STTR collaboration can be active at any given time.

 

Eligible individuals may be listed as the principal investigator or co-principal investigator on only one CREST Center or HBCU-RISE proposal. CREST-PRF applicants may submit only one fellowship application to the CREST program per year and may apply in no more than two successive years for CREST-PRF.

In fiscal year 2017, up to 6 CREST Center awards (new Centers and Phase II competitive renewals), up to 10 CREST-PRFs, up to 4 SBIR/STTR Diversity Collaborative Supplements, up to 7 CREST Partnership Supplements and up to 4 HBCU-RISE awards will be made.

Anticipated Funding Amount: $17,800,000

Across fiscal years 2016 and 2017, up to $6,000,000 to support the first year for six newly funded CREST Centers, up to $1,200,000 for CREST-PRF standard grants, up to $600,000 from CREST and $600,000 from ENG/IIP for co-funded SBIR/STTR Diversity Collaborative Supplements, up to $1,400,000 for CREST partnership supplements and up to $8,000,000 for HBCU-RISE standard grants, pending the availability of funds.

Summary:

With more than 30 years of experience, UNOPS is an operational arm within the United Nations system, and a proven service provider implementing large-scale, complex efforts throughout the world, supporting peacebuilding, humanitarian and development projects based on partnerships. UNOPS mission is to serve people in need by expanding the ability of the UN, governments and other partners to manage projects, infrastructure and procurement operations in a sustainable and efficient manner in some of the world’s most challenging environments.

Our vision is to advance sustainable implementation practices in development, humanitarian and peacebuilding contexts, always satisfying or surpassing partner expectations by providing high level technical and advisory services.

We provide support our partners in three main areas:

  •  Sustainable project management:At the core of UNOPS competencies is a proven capacity to manage peacebuilding, humanitarian and development operations, while ensuring the highest standards in quality, speed and results.
  •  Sustainable infrastructure:UNOPS designs, constructs, rehabilitates and maintains infrastructure in some of the most challenging environments across the globe, from roads and bridges, to schools, hospitals and other public buildings.
  • Sustainable procurement: UNOPS is a central procurement resource for the United Nations system and its partners. Emphasizing efficient, transparent and cost-effective delivery of goods and services, UNOPS brings international best standards to its procurement activities.

With this Expression of Interest (EOI), UNOPS intends to gather information and expressions of interests from academic research institutions with the objective of establishing non-commercial agreements with UNOPS.

The scope of this Expression of Interest is limited to non-commercial services. For the purpose of this EOI, non-commercial agreements should be interpreted as collaborative arrangements in which all parties involved agree to work together for a defined period of time to achieve a common purpose or undertake a specific task while sharing risks, responsibilities, resources and benefits in a transparent and accountable manner. The academic partners may collaborate with UNOPS differently depending on their size, structure, geographical range and core capabilities.

Eligibility:

The types of institutions this EOI is targeted at includes universities, research centres and think tanks that have the resource, technical and professional capacity to work with UNOPS across one or more of the partnership areas outlined in 4.1.

Specifically the organisation should have:

  • Not-for-profit status
  • Accreditation from a relevant higher education body
  • Capacity to dedicate the required resources to the partnership
  • Experience and expertise in one or more of the partnership area (outlined above)
  • Experience of working in relation to developing, low income and / or fragile states (preferred)
