Summary:

 This solicitation seeks proposals to make use of Blue Waters for breakthrough research in any domain supported by the National Science Foundation or any other federal agency. Blue Waters constitutes the largest NSF-funded system and staff dedicated to supporting a small number of projects at the frontiers of computational science.

In 2013, a new NSF-funded petascale computing system, Blue Waters, was deployed at the University of Illinois at Urbana-Champaign. The goal of this project and system is to open up new possibilities in science and engineering by providing computational capability that makes it possible for investigators to tackle much larger and more complex research challenges across a wide spectrum of domains. The purpose of this solicitation is to invite research groups to submit requests for allocations of resources on the Blue Waters system. Proposers must show compelling science or engineering challenges that require petascale computing resources. Proposers must also be prepared to demonstrate that they have science or engineering research problems that require and can effectively exploit the petascale computing capabilities offered by Blue Waters. Proposals from or including junior researchers are encouraged, as one of the goals of this solicitation is to build a community capable of using petascale computing.

Summary:

DSO invites proposers to submit innovative basic or applied research concepts in one or more of the following technical areas: Mathematics, Modeling and Design; Physical Systems; Human-Machine Systems; and Social Systems. Each of these areas is described below and the RFP includes a list of example research topics that highlight several (but not all) potential areas of interest. Proposals must investigate innovative approaches that enable revolutionary advances. Mathematics, Modeling, and Design: Development and implementation of advanced mathematics and modeling tools for applications of interest to U.S. national security.

Physical Systems: Leading-edge experimental and/or theoretical research that advances our understanding and capabilities for U.S. national security in the physical sciences.

Human-Machine Systems: Research to analyze, understand, and optimize humanmachine/human-technology systems and system dynamics across a variety of application areas important for U.S. national security (e.g., materials, part and platform manufacturing, defense systems, human innovation systems, and collaborative military systems).

Social Systems: New methods, tools, and approaches to explore and better understand human social systems and dynamics in a national security context.

All responsible sources capable of satisfying the Government’s needs may submit a proposal that shall be considered by DARPA.

Without prior approval or a waiver from the DARPA Director, in accordance with FAR 9.503, a contractor cannot simultaneously provide scientific, engineering, technical assistance (SETA) or similar support and also be a technical performer.

PECASE: Each year NSF selects nominees for the Presidential Early Career Awards for Scientists and Engineers (PECASE) from among the most meritorious recent CAREER awardees. Selection for this award is based on two important criteria: 1) innovative research at the frontiers of science and technology that is relevant to the mission of NSF, and 2) community service demonstrated through scientific leadership, education, or community outreach. These awards foster innovative developments in science and technology, increase awareness of careers in science and engineering, give recognition to the scientific missions of the participating agencies, enhance connections between fundamental research and national goals, and highlight the importance of science and technology for the Nation’s future. Individuals cannot apply for PECASE. These awards are initiated by the participating federal agencies. Summary:

This program supports fundamental scientific research in ceramics (e.g., oxides, carbides, nitrides and borides), glass-ceramics, inorganic glasses, ceramic-based composites and inorganic carbon-based materials. Projects should be centered on experiments; inclusion of computational and theory components are encouraged. The objective of the program is to increase fundamental understanding and to develop predictive capabilities for relating synthesis, processing, and microstructure of these materials to their properties and ultimate performance in various environments and applications. Research to enhance or enable the discovery or creation of new ceramic materials is welcome. Development of new experimental techniques or novel approaches to carry out projects is encouraged. Topics supported include basic processes and mechanisms associated with nucleation and growth of thin films; bulk crystal growth; phase transformations and equilibria; morphology; surface modification; corrosion, interfaces and grain boundary structure; and defects.

Eligibility:

An investigator may only have one submission to CER at a given time. Since the Division of Materials Research (DMR) discourages the submission across DMR’s disciplinary research activity programs (also called individual investigator award or IIA programs) of more than one proposal during the DMR annual proposal-submission window each fall, contravening this guidance with a submission to CER in the July to December period AND a submission to another IIA program in the DMR window (as a PI or co-PI) may result in the CER proposal being returned without review. In addition, investigators must wait at least 12 months between submissions to CER. Failure to observe these submission constraints may lead to the CER proposal being returned without review. MMT supports theoretical and computational materials research in the topical areas represented in DMR’s core or individual investigator programs, which include: Condensed Matter Physics (CMP), Biomaterials (BMAT), Ceramics (CER), Electronic and Photonic Materials (EPM), Metals and Metallic Nanostructures (MMN), Polymers (POL), and Solid State and Materials Chemistry (SSMC). The program supports fundamental research that advances the conceptual understanding of hard and soft materials, and materials-related phenomena; the development of associated analytical, computational, and data-centric techniques; as well as predictive materials-specific theory, simulation, and modeling for materials research. The broad spectrum of research supported in CMMT includes first-principles, quantum many-body, statistical mechanics, classical and quantum Monte Carlo, and molecular dynamics methods. Computational efforts span from workstations to advanced and high-performance scientific computing. Emphasis is on approaches that begin at the smallest appropriate length scale, such as electronic, atomic, molecular, nano-, micro-, and mesoscale, required to yield fundamental insight into material properties, processes, and behavior, to predict new materials and states of matter, and to reveal new materials-related phenomena. Approaches that span multiple scales of length and time may be required to advance fundamental understanding of materials properties and phenomena, particularly for polymeric materials and soft matter.

CMMT encourages potentially transformative theoretical and computational materials research, which includes but is not limited to: i) developing materials-specific prediction and advancing understanding of properties, phenomena, and emergent states of matter associated with either hard or soft materials, ii) developing and exploring new paradigms including cyber- and data-enabled approaches to advance fundamental understanding of materials and materials related phenomena, or iii) fostering research at interfaces among subdisciplines represented in the Division of Materials Research.

The submission date of a proposal from an investigator, whether PI or co-PI, to the CMMT program cannot be within 6 months before or after the submission date of any proposal from that same investigator, whether PI or co-PI, to any DMR disciplinary research activity program (also called individual-investigator program) or the Chemical Theory, Models and Computational Methods program in the Division of Chemistry. Solar and Planetary Research Grants (SPG) – NSF 16-602

The Solar and Planetary Research Grants (SPG) Program provides individual investigator and collaborative research grants for observational, theoretical, laboratory, and archival data studies in the science of our solar system and extrasolar planetary systems. Proposals for projects and tools that enable and enhance research in those areas may also be submitted.

Proposals addressing the astronomy and astrophysics of stars, our galaxy, external galaxies, and cosmology will be handled under a companion NSF solicitation, NSF 16-574, Astronomy and Astrophysics Research Grants (AAG), not under the SPG Program. Proposals that address planet formation within circumstellar disks are appropriate for this SPG Program; proposals that address star formation are better directed to the AAG Program and will not be considered by the SPG Program. Proposals submitted to one of these two programs, and deemed more appropriate for the other program, will be routed to the other program and considered during the next proposal submission season for that program. Potential proposers are cautioned that this could delay a proposal considered more appropriate to the AAG Program for up to a year.

Proposals that are solely or predominantly for the acquisition, analysis, or interpretation of space-based data from NASA-supported missions will be returned without review.

Spinal Cord Injury Research Program Qualitative Research Award (W81XWH-16-SCIRP-QRA)

The FY16 SCIRP challenges the scientific community to design innovative research that will foster new directions for and address neglected issues in the field of SCI-focused research. Applications from investigators within the military Services, and applications involving multidisciplinary collaborations among academia, industry, the military Services, the Department of Veterans Affairs (VA), and other federal government agencies are highly encouraged. Though the SCIRP supports groundbreaking research, all projects must demonstrate solid scientific rationale.

The intent of the Qualitative Research Award is to support qualitative research studies that will help researchers and clinicians better understand the experiences of individuals with SCI and thereby identify the most effective paths for adjusting to disability and/or improving overall quality of life, health, and functional status after SCI. This mechanism is specifically focused on military and Veteran populations in the years after SCI, examining the issues, barriers, and promoters of success for Service members during the transition from initial injury and acute care through rehabilitation and community reintegration; therefore, collaboration with military and VA researchers and clinicians is encouraged. Factors that may affect the rehabilitation and reintegration of spinal cord injured Service members include, but are not limited to, age, gender, ethnicity, family members/caregivers, psychological health, severity of injury, type of medical care (e.g., civilian, VA or military facility), and co-morbid conditions.

Preliminary and/or published data relevant to SCI and the proposed research project are encouraged, but not required.

Available Funding:

Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of specialized science experimental hardware). The funds available for awards in each program element offered in this NRA range from less than one to several million dollars, which allow selection from a few to as many as several dozen proposals, depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intraagency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods.

Energy-Efficient Computing: from Devices to Architectures (E2CDA): A Joint Initiative between NSF and SRC- NSF 16-526

Summary:

There is a consensus across the many industries touched by our ubiquitous computing infrastructure that future performance improvements across the board are now severely limited by the amount of energy it takes to manipulate, store, and critically, transport data. While the limits and tradeoffs for this performance-energy crisis vary across the full range of application platforms, they have all reached a point at which evolutionary approaches to addressing this challenge are no longer adequate.

Truly disruptive breakthroughs are now required, and not just from any one segment of the technology stack. Rather, due to the complexity of the challenges, revolutionary new approaches are needed at each level in the hierarchy. Furthermore, simultaneous co-optimization across all levels is essential for the creation of new, sustainable computing platforms.

These simultaneous technical and organizational challenges have never been as complex or as critically important as they are now. The urgency of solving the multi-disciplinary technical challenges will require new methods of collaboration and organization among researchers.

Therefore, a comprehensive and collaborative approach must be undertaken to maximize the potential for successfully identifying and implementing revolutionary solutions to break through the bottleneck of energy-constrained computational performance. Programmers, system architects, circuit designers, chip processing engineers, material scientists, and computational chemists must all explore these new paths together to co-design an optimal solution path.

The National Science Foundation (NSF) and the Semiconductor Research Corporation (SRC) recognize this need, and agree to embark on a new collaborative research program to support compelling research that is of paramount importance to industry, academia and society at large. This partnership will specifically support new research to minimize the energy impacts of processing, storing, and moving data within future computing systems, and will be synergistic with other research activities that address other aspects of this overarching energy-constrained computing performance challenge.

The jointly supported research effort aligns with interagency initiatives and priorities, including the National Strategic Computing Initiative and the Nanotechnology-Inspired Grand Challenge for Future Computing.

An investigator may participate as PI or co-PI on no more than one proposal submitted in response to this solicitation.

Available Funding:

The total amount of funds anticipated for this solicitation is up to $4,000,000 per year subject to the availability of funds. It is anticipated that approximately 2-4 multidisciplinary collaborative (Type I) projects, each ranging from $800,000 to $1,600,000 per year for three 3 years, and 2-4 individual or small (Type II) projects, each ranging from $100,000 to $200,000 per year for 1 to 3 years, will be supported.
